Westleigh Parish Council Meeting Minutes

Wednesday 8th January 2025, 5pm at Westleigh Village Hall

Attendees – Cllrs Dave Fairbrother, Chris Heard, Brian Moores, Parish Clerk

Min 53 24/25 – Apologies received – DCCllr Biederman, Cllrs Stewart & Gear

Min 54 24/25 – Declarations of Interest – none declared

Min 55 24/25 – Minutes – To confirm the minutes of the meeting held on the 6th November 2024 – agreed unanimously

Min 56 24/25 – Matters arising – none raised

Min 57 24/25 – Correspondence – An email had been received from Selaine Saxby, asking to be considered as a Parish Councillor (there are 2 vacancies at present), as she felt there was a lot that she could add. After much discussion, it was agreed that the Parish Clerk would arrange a meeting with Ms Saxby to explore ways forward.

Min 58 24/25 – Public session, 15 minutes – no members of the public attended

Min 59 24/25 – County & Ward reports – Owing to the earlier start time, DCCllr Biederman was unable to attend, but reported by phone that there was a lot of ‘things’ going on, i.e. devolution discussions, and of course an election for a new North Devon Councillor. DCCllr Biederman constantly liaises with the Parish Clerk, so that nothing is missed.

Min 60 24/25 – Finance – 2 payments were agreed:- £100 reimbursement to the Clerk for an outstanding invoice of £100 paid to J Harris, and a payment of £860.34 to NDC in respect of the Clerk’s 3 monthly salary, which included back pay as agreed ny NALC as from April 1st 2024. All unanimously agreed. The Clerk reported that the Precept agreed had now been submitted and accepted.

Min 61 24/25 – Planning – nothing to report

Min 62 24/25 – Emergency Plan – The meeting agreed that it would make sense to liaise with the Village Hall Committee to formulate a plan. Clerk to arrange.

Min 63 24/25 – AOB – The Chair raised 2 matters, 1) due to the inordinate amount of publicity recently raised about the Church of England and safeguarding down to Parish level, who was the Parish’s safeguarding Officer, and shouldn’t their name be published in the Parish Magazine. The Clerk confirmed that there was a ‘Safeguarding Officer’ for St Peter’s Parish, and that he would obtain their permission (or not) to put their name ‘out there’. 2) The Chair informed the meeting that he would be standing down as Chair at the AGM in May, but would continue as a Parish Councillor.
